The Effect of Organizational Culture, Reward, and Punishment on ASN Performance

This study analyzes the influence of organizational culture, reward, and punishment on ASN employee performance at the Padang Panjang Regional Secretariat, with work motivation as an intervening variable. Using a quantitative approach with SEM-PLS on 85 respondents selected through saturated sampling, data were collected via a 48-item Likert-scale questionnaire. The results show that organizational culture, reward, and punishment each have a positive and significant direct effect on employee performance. Organizational culture demonstrates the largest total effect (0.394), followed by reward (0.321) and punishment (0.276). Work motivation serves as a significant partial mediator, strengthening the relationship between all three independent variables and performance. The model explains 71.4% of performance variance. These findings suggest that integrating positive organizational culture with fair reward and punishment systems is essential for enhancing work motivation and sustainable performance improvement in public-sector organizations.
